የፌዴራል ዋና ኦዲተር መ/ቤት የመንግስት ግዥና ንብረት አስተዳደርን በተመለከተ ተሻሽለው የወጡ አዋጆችና መመሪያዎችን በተመለከተ ግንዛቤ የሚያስጨብጥና በተለይም በግዥና ንብረት አስተዳደር አተገባበር ላይ እያጋጠሙ ያሉ ተግዳሮቶችን በመለየት መፍትሔ መስጠት የሚያስችል ስልጠና መስጠት ጀመረ፡፡
ሀምሌ 21 ቀን 2017 ዓ.ም በተጀመረውና በቀጣይ ተከታታይ ዙሮች በሚካሄደው ስልጠና በፋይናንሽያል ኦዲት ዘርፍ የሚገኙ የስራ ኃላፊዎችና ኦዲተሮች እንዲሁም አስፈላጊ የሆኑ የድጋፍ ዘርፍ የስራ ኃላፊዎችና ባለሙያዎች እንደሚሳተፉ ታውቋል፡፡
በስልጠናው መክፈቻ ላይ የተገኙት የመ/ቤቱ የኦዲት ዘርፍ ም/ዋና ኦዲተር ክቡር አቶ አበራ ታደሰ ስልጠናው በተለይም በመ/ቤቱ የኦዲት ስራ ላይ ግዥንና ንብረት አስተዳደርን በሚመለከት እያጋጠሙ ያሉ ችግሮችን ለመፍታትና በኦዲት ወቅት የግዥና ንብረት አስተዳደርን በተመለከተ ከኦዲት ተደራጊዎች የሚነሱ ጥያቄዎችን በአግባቡ ለመመለስ ሚናው የጎላ መሆኑን ገልጸዋል፡፡
የስልጠናው ግብና አላማ በተለይም በአዲስ መልክ ተሻሽሎ የወጣውን የፌዴራል መንግስት የግዥና ንብረት አስተዳደር አዋጅ ቁጥር 1333/2016 ለማስፈጸም የወጡ የተለያዩ መመሪያዎችንና የአሠራር ማኑዋሎችን መሠረት በማድረግ ለሚከናወነው ኦዲት እና መ/ቤቱም ለሚያከናውነው ተቋማዊ የግዥና ንብረት አስተዳደር ስራ መሠረታዊ የሆነ ግንዛቤ ማስጨበጥ መሆኑን የገለጹት ክቡር አቶ አበራ የግዥና ንብረት አስተዳደር ጉዳይ ከመልካም አስተዳደር ትግበራ ጋር ጥብቅ ቁርኝት ያለው በመሆኑ ስልጠናውን በትኩረት መከታተል ይገባል ብለዋል፡፡
ከፌዴራል ግዥና ንብረት ባለስልጣን በመጡ ባለሙያዎች የሚሰጠው ስልጠና ሌሎች ዙሮች ያሉት ሲሆን ሀምሌ 21 ቀን 2017 ዓ.ም በተጀመረው የመጀመሪያ ዙር የአምስት ቀናት ስልጠና 217 እንዲሁም በሁለተኛው ዙር ለተመሳሳይ ቀናት በሚሰጠው ስልጠና 223 ሠልጣኞች እንደሚሳተፉ እና በቀጣይም የክዋኔ ኦዲተሮች የሚሳተፉበት ተመሳሳይ ስልጠና እንደሚሰጥ ከመ/ቤቱ የትምህርትና ስልጠና ዳይሬክቶሬት የተገኘው መረጃ ያመለክታል፡፡
የፌዴራል ዋና ኦዲተር መ/ቤት በተለያዩ ተቋማዊ አሠራሮች ላይ ያለውን የሠራተኞች የመፈጸም አቅም ለማሳደግ በትኩረት እየሠራ ይገኛል፡፡
OFAG Launches Capacity Building Training on Public Procurement and Property Administration
The Office of the Federal Auditor General, Ethiopia (OFAG), has launched a two-round training program aimed at strengthening the capacity and performance of its financial auditors and support staff in the area of Public Procurement and Property Administration.
The opening session was attended by H.E. Mr. Abera Tadesse, Deputy Auditor General of the Financial Audit Division, who highlighted the primary objective of the training: to provide a clear and practical understanding of the operational aspects of Public Procurement and Property Administration.
In his remarks, Mr. Abera emphasized the importance of the training, noting that it is grounded in the technical guidance of recently amended proclamations, directives, and manuals governing public procurement. He urged participants to pay close attention to the principles and procedures being taught, as these are essential for effective auditing and for enhancing practices in procurement and property management across the institution.
Furthermore, the Deputy Auditor General underlined that proper implementation of procurement and property administration systems are vital for promoting good governance. He also stressed that proactive awareness of these issues equips auditors to address procurement matters in a professional and informed manner.
This two-round training session, which runs from July 28 to August 8, 2025, will be followed by a similar program designed specifically for performance auditors, according to OFAG’s Education and Training Directorate.
