Auditor General's Message

The Office of the Federal Auditor General (OFAG) stands on the foundations laid by the FDRE Constitution, Proclamation No. 982/2008 and its amendment No. 1146/2011. Guided by this mandate, we report directly to the House of Peoples’ Representatives and safeguard public resources by ensuring that every federal institution upholds transparency, accountability, and good governance.

Our audit coverage spans financial and compliance audits, performance reviews, environmental and IT audits, as well as special engagements that respond to emerging national priorities. By partnering closely with stakeholder institutions, we drive timely corrective actions, reinforce internal controls, and help ensure that the public ultimately benefits from every birr allocated.

About Us

The Office of the Federal Auditor General (OFAG) is responsible for ensuring the transparency and accountability of the country’s executive and its various entities, which provide public services to the citizens. The government and public financial resources, as well as movable assets, must be managed in accordance with the law, regulations, and directives. To ensure proper management, OFAG conducts legal audits to verify that these resources are being used in compliance with established laws, thereby promoting transparency and accountability. OFAG, with more than 80 years of experience in providing audit services, remains an independent and impartial government institution, offering free and autonomous services.

Federal Auditor General

The Office of the Federal Auditor General (OFAG) is mandated by the FDRE Constitution and the enabling Proclamations No. 982/2008 and 1146/2011. Guided by these legal instruments, we report directly to the House of Peoples’ Representatives as an autonomous, independent, and impartial institution whose duty is to safeguard the nation’s public resources.

Our responsibility is to ensure that public funds, assets, and programmes are managed for their intended purposes. We verify this through a comprehensive audit portfolio that spans financial and compliance audits, performance audits, environmental audits, information technology audits, gender mainstreaming audits, and specially commissioned reviews requested by government organs.

These engagements allow us to confirm whether institutions operate in line with the laws, regulations, and directives that govern them, while also identifying systemic weaknesses and recommending timely corrective actions. By doing so, we help cultivate transparency, accountability, and good governance across the federal public sector.

We recognise that lasting results depend on strong partnerships. OFAG works closely with the Standing Committee on Government Expenditure Administration and Oversight of the House of Peoples’ Representatives, with regional administrations, and with other oversight and development partners. Together, we facilitate prompt implementation of audit recommendations, strengthen internal controls, and ensure that responsible officials are held accountable.

To keep pace with the evolving audit landscape, our office continues to modernise its methodologies, leverage digital tools, and invest heavily in the professional growth of our staff through local and international training. These investments align our work with international public sector auditing standards and help us deliver audits that are timely, credible, and relevant.

We are proud to report that OFAG has achieved 100% financial and compliance audit coverage for federal budgetary institutions, while performance audit coverage continues to expand year over year. We also support critical national programmes—ranging from emergency response and reconstruction to development financing—by auditing special funds and donor-supported initiatives.

Our operations are anchored in rolling five-year strategic plans that are cascaded into annual operational plans prepared with broad staff participation. Progress is rigorously monitored and evaluated, and insights from public forums, parliamentary hearings, and stakeholder consultations feed directly into our reform agenda and continuous improvement efforts.

International partnerships remain a pillar of our growth. OFAG’s engagement with AFROSAI‑E and other global supreme audit institutions enables knowledge sharing, peer learning, and the adoption of best practices that elevate the quality of our work.

Despite these gains, we continue to face challenges—particularly in retaining highly skilled professionals amid competitive labour markets. We are actively engaging the relevant government bodies to craft sustainable solutions that will help us preserve institutional knowledge and strengthen our human capital.

Looking ahead, we will maintain our focus on modernising audit practices, deepening stakeholder engagement, and nurturing a culture rooted in integrity and results. By doing so, we will keep building public trust, reinforcing accountability, and ensuring that citizens experience tangible benefits from every birr allocated.
