የፌዴራል ዋና ኦዲተር መ/ቤት በ2015/2016 ኦዲት አመት በማዕድን ሚኒስቴር ላይ ባካሄደው የክዋኔ ኦዲት መሠረት ከማዕድን ሀብት የሚገኘውን ገቢ ለማሳደግና በአግባቡ ለመሰብሰብ በሚደረገው ጥረት ላይ የታዩ የአሠራር ክፍተቶች ሊሻሻሉ እንደሚገባ ተገለጸ፡፡
ይህ የተገለጸው በህዝብ ተወካዮች ም/ቤት የመንግስት ወጪ አስተዳደርና ቁጥጥር ጉዳዮች ቋሚ ኮሚቴና ሌሎች የኦዲት ባለድርሻ አካላት ባካሄዱት ይፋዊ ህዝባዊ የውይይት መድረክ ነው፡፡
ህዳር 4 ቀን 2017 ዓ.ም በህዝብ ተወካዮች ም/ቤት በተካሄደው መድረክ በማዕድን ሀብት ረቂቅ ፖሊሲ አዘገጃጀት፣ በቅድመ አዋጭነት ጥናት፣ በመረጃ አያያዝና አደረጃጀት፣ በግሉ ዘርፍ ተሳትፎ፣ በማዕድን ምርቶች ጥራት፣ አቅርቦትና ዋጋ ተወዳደሪነት እና በሌሎች አሠራሮች ዙሪያ በኦዲቱ የታዩ ጉልህ ክፍተቶችን ለማስተካከል የተወሰዱ እርምጃዎች እንዲብራሩ ተጠይቆ በመድረኩ የተገኙ የማዕድን ሚኒስቴር የስራ ኃላፊዎች የኦዲት ግኝቶቹን ትክክለኛነት በማረጋገጥ እየተወሰዱ ስላሉት የማስተካከያ እርምጃዎች ዝርዝር ምላሽ ሰጥተዋል፡፡
የሚኒስቴር መ/ቤቱን አመራሮች ምላሽና ማብራሪያዎች እንዲሁም የቋሚ ኮሚቴና የኦዲት ባለድርሻ አካላቱን አስተያየቶች ተከትሎ አስተያየት የሰጡት የፌዴራል ዋና ኦዲተር መ/ቤት ም/ዋና ኦዲተር ክቡር አቶ አበራ ታደሠ ከመድረኩ ለተነሱት የማብራሪያ ጥያቄዎች የተሰጡ ምላሾች አጥጋቢ ያለመሆናቸውን በመጠቆም የማዕድን ሀብት ፖሊሲ ረቂቅ ጸድቆ ወደ ተግባር ያለመለወጡ፣ የአዋጭነት ጥናት ያለመደረጉ፣ በቴክኖሎጂ የታገዘ የመረጃ አያያዝ ያለመኖሩ፣ ለማዕድን ሀብት አለም አቀፍ ተወዳዳሪነት የተሰጠው ትኩረት በቂ ያለመሆኑ እና ሌሎች መሠረታዊ ክፍተቶች በሚኒስቴር መ/ቤቱ በኩል ሊሻሻሉ የሚገባቸው ናቸው ብለዋል፡፡
የፌዴራል ዋና ኦዲተር ክብርት ወ/ሮ መሠረት ዳምጤ በበኩላቸው ኦዲቱ የአካል ምልከታን ጭምር ባካተተ ጥናት የተካሄደ መሆኑን ጠቅሰው በተቋሙ አመራሮች ለኦዲቱ የተሰጠው ትኩረት የግኝቶቹን ክብደት ያህል አይደለም ብለዋል፡፡
የሚኒስቴር መ/ቤቱን አፈጻጸም የሚከታተለው ቋሚ ኮሚቴ በረቂቅ ደረጃ ያለው የማዕድን ሀበት ልማት ፖሊሲ ጸድቆ እንዲተገበር የበኩሉን ድርሻ እንዲወጣ ተጨማሪ አስተያየታቸውን የሰጡት ክብርት ዋና ኦዲተሯ ሀገሪቱ ከማዕድን ሀብት ልታገኝ የሚገባትን ገቢ ለማሳደግ በምርት ጥራት፣ በሰው ኃይልና በቴክኖሎጂ እንዲሁም በመረጃ አያያዝና ገበያን በማስተዋወቅ ረገድ ያለውን አሠራር ማጠናከር ይገባል ብለዋል፡፡
የማዕድን ሀብት ክምችትን ኦዲት የማስደረግ ጠቀሜታን ጨምረው የገለጹት ክብርት ወ/ሮ መሠረት ዳምጤ በምርት ላይ የሚደረግ ክትትልን ማጠናከር፣ ህገ ወጥ አሠራርን ማስቀረት፣ ተገቢ ስትራቴጂ ቀርጾ አሠራርን በእቅድ መተግበር፣ የማዕድን አምራቾችን ማበረታታት እንዲሁም እስከታችኛው የአስተዳደር እርከን በመውረድ ቅንጅታዊ አሠራርን ማጎልበት እና የማዕድን ሀብት ልማት አማካሪ ም/ቤት አወቃቀርና ትግበራን ማጠናከር ለዘርፉ ውጤታማነት መሠረታዊ ጉዳዮች በመሆናቸው ሚኒስቴር መ/ቤቱ ልዩ ትኩረት እንዲሰጣቸው አሳስበዋል፡፡
በመጨረሻም በመድረኩ በተሰጡ አስተያየቶች መሠረት ተጨማሪ የኦዲት ግኝት ማሻሻያ እርምጃዎች ተወስደው በአጭር ጊዜ ውስጥ የአፈጻጸም ሪፖርት እንዲቀርብ የመንግስት ወጪ አስተዳደርና ቁጥጥር ጉዳዮች ቋሚ ኮሚቴ ሰብሳቢ የተከበሩ የሺመቤት ደምሴ (ዶ.ር) ለሚኒስቴር መ/ቤቱ አመራሮች አቅጣጫ ሰጥተዋል፡፡
The Public Hearing Recommends the Ministry Audit Findings to Be Improved
The public Accounts Committee (PAC), the Public Expenditure Administration and Controlling Affairs Standing Committee of the Ethiopian House of People’s Representatives and the audit stakeholders’ jointly held the official public hearing to discuss the audit findings observed in the Ministry of Mining.
According to the discussions in the public hearing of Nov 13/ 2024, the 2023/2024 audit year performance audit of the Ethiopian Office of the Federal Auditor General –OFAG revealed that the Ministry lacks appropriate working systems to generate and grow adequate revenue from the mining sector.
Among the shortcomings examined in the audit and discussed in the public hearing, absence of completed mining policy, lack of visibility studies to the mining activities, inadequate information systems, insufficient involvement of private sectors, unsatisfactory consideration to the process of providing quality & competent mining products, and other related downsides were found to be major audit findings of the Ministry.
Following to a number of queries and suggestions from the gathering, officials of the Ministry of Mining tried to clarify that their institution has carefully taken concrete improving measures since they received proper comments and suggestions from the Ethiopian Office of the Federal Auditor General.
Pointing out the initial concerns and main objectives of the audit with major findings, H.E Mrs. Meseret Damtie, the Auditor General and H.E Mr. Abera Tadesse, Deputy Auditor General, the Ethiopian Office of the Federal Auditor General-OFAG professionally proposed technical recommendations that possibly assist the Ministry to overcome the findings and to reach tangible progresses in the systems of generating and managing profitable revenue in the mining activities.
Emphasizing the possible ways to improve the findings, the OFAG executives specifically suggested that the Ministry should implement workable mining policy and provide quality mining products that can compete global markets.
The executives additionally suggested that utilizing skilled human power and fitting technologies, promoting mining products, facilitating convenient business environment for private mining producers, making suitable and timely working strategies, and sustainable cooperative works with target stakeholders, and other related improving actions should also be taken in order to own strong, sustainable and manageable working systems that can meaningfully support the mining sector.
