የህዝብ ተወካዮች ም/ቤት የመንግስት ወጪ አስተዳደርና ቁጥጥር ጉዳዮች ቋሚ ኮሚቴ የፌዴራል ዋና ኦዲተር መ/ቤት የ2017 አንደኛ ሩብ አመት የእቅድ አፈጻጸም ስኬታማ መሆኑን ገለጸ፡፡
ከጥቅምት 22 -23/2017 ዓ.ም ለሁለት ቀናት በተካሄደውና ቋሚ ኮሚቴው የመ/ቤቱን 2017 በጀት አመት አጠቃላይ እቅድ እና የእቅዱን የመጀመሪያ ሦስት ወራት አፈጻጸም በገመገመበት መድረክ እንደተገለጸው እቅዱ በተቀመጠለት አግባብ መሠረት ስኬታማ በሆነ መልኩ እየተተገበረ መሆኑ ተጠቅሷል፡፡
ቋሚ ኮሚቴው ባዘጋጀው የእቅድ ግምገማ መድረክ በፌዴራል ዋና ኦዲተር መ/ቤት ም/ዋና ኦዲተር ክቡር አቶ አበራ ታደሠ የቀረበውን የበጀት አመቱን ጨምሮ የ2017 የመጀመሪያ ሩብ አመት የእቅድ አካሄድና የእቅድ አፈጻጸም ዝርዝር ሪፖርት ተከትሎ በቋሚ ኮሚቴ አባላቱ የግምገማ አስተያየቶች ተሰጥተዋል፡፡
ክቡር ም/ዋና ኦዲተር አቶ አበራ ታደሠ የበጀት አመቱ እቅድ የመ/ቤቱን ስትራቴጂክ እቅድና ወቅታዊ የሆኑ የትኩረት መስኮችን መሰረት በማድረግ የተዘጋጀና የአፈጻጸም ሂደቱም ከፍተኛ ክትትል የተደረገበት መሆኑን በመግለጽ የሩብ አመቱን አፈጻጸም በአኃዝ በማስደገፍ ያቀረቡ ሲሆን ከበጀት አመቱ እቅድ ለመጀመሪያው ሩብ የተቀመጡ የእቅድ ተግባራትን ከ90 በመቶ በላይ ማሳካት ተችሏል ብለዋል፡፡
በቂ የሆነ የሰው ኃይል ያለመኖርን ጨምሮ በእቅድ አፈጻጸም ሂደት ያጋጠሙ ተግዳሮቶችን በሪፖርታቸው በዝርዝር ያቀረቡት ክቡር ም/ዋና ኦዲተሩ ችግሮቹን ለመፍታትና እቅዶቹን ለማሳካት በመ/ቤቱ በኩል ከፍተኛ ጥረት የተደረገ መሆኑን አብራርተዋል፡፡
በተለይም በኦዲት ሽፋንና ጥራት፣ በአቅም ግንባታ፣ ከክልል ዋና ኦዲተር መ/ቤቶችና የአለም አቀፍ የኦዲት ተቋማትን ጨምሮ ከሌሎች ባለድርሻ አካላት ጋር በተደረጉ ቅንጅታዊ አሠራሮችና ግንኙነቶች፣ በስርአተ ጾታ ጉዳዮች፣ በመዋቅራዊና አስተዳደራዊ ሁኔታዎች እና በሌሎች ዘርፎች በእቅዱ የተቀመጡ ተግባራትን ውጤታማ በሆነ መልኩ ማከናወን መቻሉን በሪፖርታቸው የጠቀሱት ክቡር አቶ አበራ የኦዲት አመቱን ቀሪ እቅዶች ለማሳካት የመ/ቤቱ ጥረት ተጠናክሮ እንደሚቀጥል አረጋግጠዋል፡፡
በክቡር ም/ዋና ኦዲተሩ የቀረበውን የእቅድ ሂደትና አፈጻጸም ተከትሎ ሰፊ አስተያየቶችን የሰጡት የቋሚ ኮሚቴ አባላቱ በበኩላቸው የመ/ቤቱ የእቅድ አፈጻጸም ስኬታማ መሆኑን ጠቅሰው አፈጻጸሙ ሀገራዊ ትኩረት ለሆነው የተጠያቂነትና የግልጽነት አሠራር መጎልበት ቀዳሚ ሚና ያለው በመሆኑ የተመዘገበው አመርቂ ውጤት ተጠናክሮ መቀጠል እንደሚኖርበት አሳስበዋል፡፡
በመድረኩ መጨረሻም ቋሚ ኮሚቴ አባላቱ በመ/ቤቱ አሠራር እና የእቅድ አፈጻጸም ላይ ስለሚኖራቸው ጉልህ ሚናና አስተዋጽኦ እንዲሁም ተቋማዊ የህግ ማዕቀፎችን አስመልክቶ በመ/ቤቱ በኩል ተጨማሪ የግንዛቤ ማስጨበጫ መርሀ ግብር የተካሄደ ሲሆን ቋሚ ኮሚቴ አባላቱም በየጊዜው በመ/ቤቱ የሚቀርቡት የግንዛቤ ማስጨበጫዎች በመ/ቤቱ አሠራር ላይ ያላቸውን ሚናና አስተዋጽኦ የበለጠ ለማጎልበት ፋይዳቸው የጎላ መሆኑን ገልጸዋል፡፡
PAC Confirms the Successful Plan Achievements of OFAG
The Public Accounts Committee- PAC members in the Public Expenditure Administration & Controlling Affairs Standing Committee of the E.F.D.R.E House of the People’s Representatives verified the achievements of the 2024/2025 audit year1st quarter plan of the Office of the Federal Auditor General, Ethiopia -OFAG.
In the OFAG-PAC summit held from November1-2 /2024, the committee discussed the 1st quarter plan accomplishments of the office following to the report presented by H.E Mr. Abera Tadesse, the Deputy Auditor General, the Ethiopian Office of the Federal Auditor General.
Mentioning the goals and major activities of the annual plan, H.E Mr. Abera Tadesse indicated the plan was initially prepared based on the five years institutional strategic plan and certain focus areas that encompass the issues of institutional autonomy, the capacity of institutional Growth & administration, human resource, audit coverage & quality, technology & creativity, and also the stakeholders relations.
Stating the specific activities carried out in the first quarter of the audit year and the main challenges faced in the process of plan accomplishments, he pointed out the office achieved more than 90% of the quarter plan.
Next to the report of the Deputy Auditor General, PAC members made fruitful discussions on the report, and they suggested encouraging propositions that highly support the next plan accomplishments of the office.
In the final phase of the meeting, as typical trend, a short time training based awareness was provided to the PAC members in order to remind them their weighty roles and contributions in the overall auditing activities, and the fundamental legal frameworks of the Ethiopian Office of the Federal Auditor General.
As has been known, OFAG regularly provides the same training to the PAC members in order to strengthen their awareness on their legal roles in auditing practices of the office.
