የፌዴራል ዋና ኦዲተር መ/ቤት ከዩኤን ውሜን ኢትዮጵያ (UN Women Ethiopia) ጋር በመተባበር ያዘጋጀውን የሥርዓተ-ፆታ ኦዲት ማኑዋል ኅዳር 15 ቀን 2018 ዓ.ም በይፋ አስመርቋል።
ይህ አዲስ ማኑዋል በመንግስት ተቋማት ውስጥ በሚከናወኑ የኦዲት ስራዎች ላይ የህዝብ ሀብት በፍትሐዊነት እና ውጤታማ በሆነ መንገድ መተዳደራቸው በተለይም ጾታዊ እኩልነትንና ማህበራዊ አካታችነትን ለማረጋገጥ የሚያግዝ መሆኑ በመድረኩ ተገልጿል፡፡
በምረቃው ሥነ-ሥርዓት ላይ የመክፈቻ ንግግር ያደረጉት የፌዴራል ዋና ኦዲተር ክብርት ወ/ሮ መሰረት ዳምጤ መንግስት ለሁሉም ተቋማት በሥራዎቻቸውና በፕሮግሞቻቸው ውስጥ የስርአተ ፆታ እኩልነትን አካተው እንዲሰሩ አቅጣጫ ማስቀመጡን አስታሰው የፌዴራል ዋና ኦዲተር መ/ቤትም የዚህን ተፈጻሚነት በኦዲት ስራዎችን መከታተል እና ለህዝብና ለመንግሰት ተገቢውን መረጃ መስጠት ትኩረት የሚሰጠው ጉዳይ መሆኑ አብራርተዋል፡፡
ዋና ኦዲተሯ አክለውም የዚህ ማንዋል ዓላማ በፌዴራል ዋና ኦዲተር መ/ቤት ውስጥ ሁሉን አቀፍ ኦዲት ለማካሄድ ያለውን የእውቀትና የክህሎት ክፍተት ለመሙላት እንደሚያግዝ ገልጸዋል፡፡
ማኑዋሉ እዚህ ደረጃ እንዲደርስ በዋናነት ዩኤን ውሜን ኢትዮጵያ ለሰጠው የቴክኒክ እና የገንዘብ ድጋፍ ክብርት ዋና ኦዲተሯ ላቅ ያለ ምስጋና አቅርበው ማኑዋሉ ለብሔራዊ የልማት ዓላማዎች በኦዲት ውስጥ ያለው ቁርጠኝነት በተግባር የሚታይበት ተግባራዊ መሣሪያ መሆኑን በመግለጽ የፌዴራል ዋና ኦዲተር መ/ቤት ኦዲተሮችና አመራሮች “የሥርዓተ-ፆታ ኦዲት ማኑዋሉን በላቀ ትጋት” ተግባራዊ እንዲያደርጉ ጥሪ አቅርበዋል።
ዩኤን ውመን ኢትዮጵያ (UN Women Ethiopia) እና የሴቶች እና ማህበራዊ ጉዳዮች ሚኒስትር ተወካዮች በበኩላቸው የፌዴራል ዋና ኦዲተር መ/ቤት ተጋላጭ የሆኑ የህብረተሰብ ክፍሎችን በተለይም የሴቶችን፣ የህጻናትን፣ የአካል ጉዳተኞችንና የወጣቶችን አካቶ ለማረጋገጥ እያከናወነ ያለውን ተግባር አድንቀው ለወደፊቱም በመሰል ተግባራት በትብብር እንደሚሰሩ እና ድጋፋቸው ተጠናክሮ እንደሚቀጥል ገልጸዋል፡፡
በመጨረሻ የተዘጋጀውን የስርዓተ-ጾታ ኦዲት ማኑዋል ክብርት ወ/ሮ መሠረት ዳምጤ፣ የዩኤን ዉሜን ኢትዮጵያ ተወካይ፣ በሕዝብ ተወካዮች ምክር ቤት የመንግስት ወጪ አስተዳደርና ቁጥጥር ጉዳዮች ቋሚ ኮሚቴ የክዋኔ ኦዲት ንዑስ ኮሚቴ ሰብሳቢ እና የሴቶች እና ማህበራዊ ጉዳዮች ሚኒስትር ተወካይ በጋራ በመሆን መመረቁን በይፋ አብስረዋል፡፡
OFAG Officially Launches Gender Audit Manual
The Office of the Federal Auditor General, Ethiopia (OFAG), in collaboration with UN Women Ethiopia, officially launched a new Gender Audit Manual on November 24, 2025.
The manual is designed to help auditors ensure public resources are managed fairly and effectively in government institutions, specifically by incorporating gender equality and social inclusion into audit work.
Federal Auditor General, H.E. Mrs. Meseret Damtie Chaniyalew, emphasized the importance of OFAG monitoring the implementation of gender equality in government programs and providing accurate information to the public and the government. She noted that the manual will help fill knowledge and skill gaps within OFAG for conducting comprehensive audits.
The Auditor General expressed deep gratitude for the technical and financial support provided by UN Women Ethiopia and urged OFAG staff to implement the manual with “utmost diligence,” stating it is a practical tool to demonstrate commitment to national development goals.
Representatives from UN Women Ethiopia and the Ministry of Women and Social Affairs commended OFAG’s work toward the inclusion of vulnerable groups (women, children, persons with disabilities, and youth) and pledged continued collaboration and support.
The manual was officially launched by the Auditor General, the UN Women Ethiopia representative, and representatives from the House of People’s Representatives and the Ministry of Women and Social Affairs.
